My hard working friend and neighbor Ismail Amer, an American Citizen born in Egypt came home from vacation to his investment property being completely demolished by Polk County Government WITHOUT NOTIFYING THE CURRENT LEGAL OWNER OF INTENT PER LAW.
Subject Property: 162 E. Point Rd. Cedartown, GA 30125

The only question in my mind is “Was it Incompetence or Corruption?”.
Allegedly the man that owns the properties on the right and left of the subject property had been wanting to buy it from the Previous owner and current owner but was unable to negotiate mutually agreed terms.
Facts and Chain of Events Timeline:
- Complaints of violations of county ordinances were made “anonymously” via the County Website in Nov and Dec 2022.
- These complaints were received by the county Code Enforcement office.
- Violations sent November 2022 and December 2022 to previous owner.
- Previous Owner notified of intent to demolish via Certified Mail on 20 Jan 2023.
- My neighbor closed Escrow on the property on 3/21/2023 and it was recorded with the County Clerk.
- 2 weeks after transfer of ownership, Lawsuit filed 5 April 2023 against prior owner and NOT current owner.
- VIA FEDEX ONLY Brad McFall notified the Jackson County Sheriff’s Office dated 6 April 2023 sent to Jackson County Pascagoula, MS Sheriff Office for service as they had jurisdiction to serve the previous owner.
- Service Order received and executed on 5 April 2023.
- Previous Owner served on 17 April 2023, one full month after new owner closed escrow.
- July 7, 2023, Magistrate Judge hears the case and decides in favor of the County since the owner didn’t show up. Did the County Attorney MISREPSENT the facts to the Magistrate Judge by stated he had legally served the property owner?
- 30 Aug 2023, home and landscaping are demolished by the county.
- 31 Aug 2023, notice is sent to the previous owner to pay the $7,350 demolition fee within 30 days, or the property is going to be foreclosed on by the County Tax Assessor’s Office.
- We barely stopped the auction of this property for $7,350.
- According to Sheriff Moats, the Building Inspector told the County manager, Assistant County Manager, and Sheriff Moats my neighbor should be thanking the county for demolishing the home my neighbor was going to remodel and resale and eating the cost to do so.
I am well aware this county writes a LOT of checks for F ups, that We The People get to pay for through taxation! My property taxes went up nearly 40% in 2023. They increased again in 2024, but my Surviving Spouse Homestead Exemption kicked in, making me tax exempt up to a dollar amount of assessed value.

While I can afford it, many in this county are struggling to make ends meet as it is.
It begs the questions, “How many other people has the county government UNLAWFULLY ceased and demolished their property? How many of them lack the education, skills, knowledge, or finances to fight back?”

They all show Ismael Amer as the property owner as of 21 March 2023.

These idiots send the Notice of Intent to Demolish the property to the PREVIOUS owner 2+ weeks after the sale was recorded in POLK COUNTY:

Worse is the County Manager ATTACKING my neighbor verbally in my presence, telling him the burden of notification falls on the previous owner, whom was served nearly 1 month AFTER the sale was closed in an Attorney’s office AND recorded with the County Clerk. Whiskey Tango Foxtrot?
I am seeing a pattern in this county government and employees thereto:
- Deny deny deny.
- Cover it up.
- Blame someone else.
- And when pushed into a corner, Public Servants lash out at We The People – Their Fing BOSS!
We pay this County Manager $130k/year and 3 days after Sheriff Moats witnessed him having a meeting on this issue, he admitted he has not looked into it. He was just taken the Building Inspector by his word and leaving the issue for the County Attorney to handle.
Why didn’t he demand ALL documentation on this property, incident, etc. be delivered to him IMMEDIATELY? I obtained ALL documentation via ORR in 2 days after applying pressure.
